Crafting pre DB vs post DB question

Before DB was released I could NOT consume potions made from lorkhan's tears (which were ranked twice my level). Now, after DB has been released, I can. Is this really how the VR removal patch was supposed to work? I'm sure I would have remembered had this been mentIoned by zos. I feel like everything has just been nerfed as far as crafting goes. Can someone help me understand the benefits that there might be to this? Sorry I'm so clueless on this. I guess I thought the only change that would occure from VR removal would be a faster increase in leveling your alts.

✭✭The highest potion level possible is CP160. SInce you're CP250, you now have access to them. But you won't be able to craft them unless you have the correct alchemy passive. You have a 50% chance of getting Lorkhams Tears in solvent nodes and same chance the node will match your alchemy level.
