The IC sets need to have jewelry added to all the existing sets. It will go a long way to make them functional and in demand.
The Galerion's Revenge set's 5 piece bonus tooltip is incorrect. On an effectively zero resistance target the 5 piece bonus is only doing 78% of the 5 piece bonus tooltip.
The 5 piece tooltip for Galerion's Revenge is 7525 Magic Damage
My tooltip for Crystal Fragments is 13243 Magic Damage
But on Slimecraw who has effectively zero resistance in this case. Crystal Fragments does 13243 Magic Damage as expected by Galerion's Revenge only does 5912 Magic Damage

That being said the damage needs to be this high to be worth the 5 piece slot. If the 600 weapon damage is broken it needs to be worded in a way that keeps the current scaling. Execute phase light/ heavy attacks need to be this high to be relevant. Double damage is not overkill.

The latest skill coefficient calculations I did prior to the DB PTS release had most light attack damage as:Dmg = 0.0145371 Stat + 0.579597 Power - 0.596185
So if the former case of "Weapon Damage" the theoretical damage would be 2300 (500 increase = 0.5796 * 690 * 1.25).

You can find a quick list of the new sets here. Note that the stats are for CP160 Gold items.
New Imperial City sets:
- As already suggested, they should have also Jewelry added to them.
- The style of these sets should not be the basic one of the races but something related to DB patch or the alliance styles.
- Obtain them just through bags could be a really long lottery, considering the armor and traits: at least Jewelry or a base version of them with Impenetrable should be sold by merchants for an higher price than old IC sets. You could add to bosses a new droppable item - coin required to buy them, to avoid these sets would be bought directly at DB release.
Another option is to add to the vendor more bags divided simply into light, medium, heavy armor (small and big pieces) and jewelry.
