It's not about running it consistently. It's about running it at higher FPS when possible. Unlocking FPS will not make the game more laggy, it will only show more frames when possible. Unlocked games on consoles run around 20-50 fps and that's fine. If at given moment you can get more FPS why not take the chance and enjoy smoothness for a while? I'm confident that at most places in the game ESO can run atleast at 40 FPS on console. Only cities and pvp is where FPS drop a lot. Other areas are fairly simpe and don't use much resources. Hell, I'd even be glad to have interiors running at higher FPS. I know Bethesda is trying to have consistent framerate, but an option for those who appreciate more varied but smoother at times framerate, wouldn't hurt.

I just want the slider for UI scale......seems normal to me to have it but ....nope

He just wants to remove the FPS limit so it can go above 30 in some parts of the game.

It doesn't work that way.
There isn't a FPS slider. In order to raise FPS, you must lower multiple other graphics settings just like on PC.

Yup. I rewatched clips of me soloing IC bosses. Smooth 30FPS throughout and FAST weapon swaps/animation cancels. Since Thieves Guild 20FPS is the typical framerate and weapon swaps/animation cancels feel much slower. Very noticeable dip in performance.
