It's a annoying reason, pvp players can't use it in pvp because pve players?
Everyone will be able to participate, regardless of platform or megaserver.

It's not about farming each other, it's about the popular cap. A campaign only have like 200 slots per faction. People who really want to go to Cyrodiil for pvp will have to wait in a loooong queue just because pve players want to farm mobs.

There should be 0 pve in pvp, including in IC.
Basically because of pve, pvp players can't have double exp in pvp is what your saying.
