Dragons do and don't break lore
Depends on when, where, how and why.

That being said, even if dragons were to appear in ESO it would as NPCs only! They will not be mounts or pets, as they are highly intelligent freethinking beings (bordering godlike, some claim), and most dislike humans and/or see them as servants/insects to be dominated.

    Dragons don't break lore
This game takes place way before the other games in the series and as history isn't perfect a lot can and will be lost to the dust of time, so much so that entire civilizations on our planet have been forgotten.

So why not here? We know dragons exist in the game world, in fact there are even one or two reference to live during the 2nd Era. There could be an entire continent of dragons for all we know...

    Dragons don't break lore
Dragons are creatures of TES lore so they don't break it. Plus, for all we know with the gazillion Vestiges running around we might well find ourselves in a Dragon Break and nearly everything is possible there. Just no flying pet mounts please... ;-)

    Dragons do break lore
Dragons don't break lore when it is the 1st or 4th era but ESO is not in the 1st or 4th ear now is it.

    Stop it with dragons already.

Dragons do and don't break lore
The vendor that sells monster helms should be an attackable (but invincible) dragon in some cave or something, that would be f****** awesome!

    Dragons don't break lore.

    Example: Skyrim

Dragons you fight in Skyrim are dead during ESO timeline. You can even see some dragon mounds in Skyrim locations... But there's no Alduin to ressurect them ;)
There were some survivors, like Paarthurnax or Nafaalilargus, but dragon mobs spawning everywhere (like in Skyrim) would certainly be lore-breaking.

they've gotta be foreign dragons from Akavir or Atmora... non-Tamriel dragons.

The dragons that disappeared were those loyal to Alduin and ruled over cults of men. The biggest, baddest most powerful dragons in the world disappeared.

There is only one being that could possibly show up as a dragon if Akavir is included.

One of the Ka Po' Tun, the tiger-like cat-people managed to become a dragon; Tosh Raka. He's a dragon with tiger coloring. After killing all the snake people, Tosh Raka plans to invade Tamriel.
