I lost confidence with Imperial City. I regained it with Wrothgar, and then some. So long as they can keep on the Wrothgar level of content and writing I'll be happy as a clam. I may be critical of ZOS at times but I love ESO and they've done a good job of improving the game since launch. They just need to get over that that last hurdle.

Why not bring us, the players, into the fold? You guys need seriously help with balance--and your players can provide that help. I honestly don't understand why you aren't seeking it.

My biggest issue with IC was the grind. Everything was a hard, slow, sluggish grind to get everything. Want Repora? Grind for it. Want that new armor set? Griiiiiind for it. We can get resources now pretty easily thanks to Orsinium, but back when Imperial City came out you had to grind for vendor trash to decon for mats or use Tel Var for them (and the price was double what it was now). So the only way to get VR16 gear was to grind non-stop, tooth-and-nail, to get everything you needed.I may be critical of ZOS at times but I love ESO and they've done a good job of improving the game since launch. As far as ESO live goes I find they don't seem as passionate about PvP as they do PvE, which leaves them seeming dismissive of the topic. Though they did say the next* (*not positive if it was literally the NEXT one) incremental patch would have some code improvements for Cyrodiil, and additionally most of the balance issues and fixes we are waiting for were slated for the TG DLC, with only the actual PvP content additions remaining without ETA. I will say that Wheeler and Wrobel are both pretty responsive to the PvP communities woes and seem to address our direct complaints... which shows they must care somewhat right?
I think a lot of people are just kind of tired of being stuck with the same 1 or 2 main attack skills. I can only Wrecking Blow so much once in my life with the same single animation over and over and over... it's a great skill, but with 2H equipped there's only so many skills to use. Same with DW. They have left issues unresolved for months and months with barely any communication...all you get is "it's being worked on" for months and unacceptable issues in the game just get left for a very very long time....then more things get broken....
To say "let them have time to improve" is idiotic at this point...

You just care about PvP, they are happy with PvE and said that they are working on improving PvP performance.
Let them improve performance before adding more stuff, I think that'd work well.

However, people like you tend to forget that the player base are in fact customers and therefor completely eligible to make demands and complaints about the product we're paying for, and it is one of ZOS's responsibilities to keep us content.
