Been grinding mobs for telvar and other than the occasional nb gank squad ic seems pretty dead, even more above ground. Whats the best thing to do in ic?

I often lurk in IC. You can duel, you can do small'scale PvP. On Azura, ofc. It's the most popular campaing.
Imperial City is great DLC.

Mostly grinding, but there was a very nicely done quest line, and there are a few subsequent dailies you can do for some pretty epic exps
