Should be noted, while stam builds get lots of bonuses via gear/skills for weapon dmg and physical resistance reduction, actual physical penetration is not normally native via those routes (conversely with nirn for magicka; lots of spell penetration and spell dmg but not native spell dmg resistance reduction).
Thus stam builds need to match their penetration using following:
-dual maces for extra physical dmg penetration
-Champion points for extra penetration.
Missing that stat alone will make you think stam builds are subpar to magicka.

Ok wondering about the cp if I have 90 Mage points should they all be put in penetration?
