Siphoning Attacks Bugged?

I've just geared my magicka NB into tank from DD as it is my main and my group always lacks a tank for dailies.
When I'm reading the tooltip, I would assume that all dots should be able to proc the effect?

I went to The Rift and tested on some giants and mammoths with the following spells: refreshing path, dark shades, crippling grasp and entropy.
None of them seem to be able to proc the effect, that has 10% chance. Is this intended after the alteration of the skill in 2.1?

DoTs (other than Caltrops), can proc Siphoning Attacks only on cast/first tick. Caltrops can proc it on any tick. It's always been like this, except DoTs used to not proc Siphoning at all.

That's however not what the tooltip states. It seems weird if only caltrops is suppose to proc the effect, as the area of effect seems to work exactly like path of darkness.

I know that Caltrops and Path will proc it no other Dots will work the Shades will proc it as while but they are not counted as a DoT.

The testing I did, did not show this. I tested both.

I have had it proc off of Path alone however with my FTC not seeing resource return it's harder to get the rate proc rate have to roll dodge my stamina away cast path and hold block to stop regen to see when it goes up. Just holding block with Path down I have had a return. It's only 1/3rd it's old return pre nerf but it's something.

Just use caltrops. It will proc tons.

Apparently the Twisting Path morph can proc it, but Refreshing Path morph cannot.
That can't be intended?

Okay sorry after reviewing my test videos it looks like the CP passive that returns damage when you block was proccing Siphoning Attacks. I had to block to see the return cause FTC is not telling me when I get resources back, sorry for any confusion about what I stated earlier.
