Mass hysteria not working after a weapon swap.

I run a 2h/bow set up. My dmg comes from the 2h and the bow is my buff bar. I have mass hysteria on my buff bar so during a fight, if I want to fear the guy I'm fighting, I swap to my bow and fear immediately, then swap back to the 2h to continue dealing damage. I've been playing this way for over year and never had a problem. Now after IC drops and I try to fear after swapping to my bow and it goes off less the half the time. I definitely see my toon go into the fear animation and my magicka goes down like I used a fear, but what I dont see is the red and black wavy animation and my opponent doesnt get feared. I lost many tv stones cause the dam fear not working and its getting annoying.

What I've noticed is that only in combat will the fear not work. Out of combat, if i swap to my bow and fear it always goes off. I would record it happening but I dont know how. Can anyone confirm this?

    I have not encountered this, and I have played my nightblade a lot recently. Could it be that you actually fear but just don't see the effects? If not, then I don't know what could be the reason for it.

    Think that could be it I dont even know anymore. Had to put fear on my 2h bar and it works all the time when I do that so I'm fine, just gotta get used to it.

    A lot of the abilities are bugged now. ZOS needs to do a patch to fix the game.

    [PC] Spamming Mass Hysteria since April 2014, never encountered this supposed bug. I also run Mass Hysteria on my off-bar and use it in much the same way as you describe. Can you reproduce the bug in a reliably way?

    Iv been having the same problem on xbox one. My character makes the hand movements but no other visual effect and sometimes have to cast 3 or 4 time to get it to go off. Also it is not just visual as your opponent does not get feared until the spell casts properly

    I'm finding I have to mash the Mass Hysteria binding before it goes off, seems like weird lag or a new cast time. Pretty cr@ppy for a supposedly instant cc.

    Mine is on my damage bar, and seems to be working properly.

    Mine is on my main bar. Doesn't go off half the time until mashed. Similar to the way CCbreak can sometimes just decide not to work, but this is more often.

    In my experience, Mass Hysteria just fails some times after Ambush or other skills, it plays the character animation BUT without the purple smoke... My character just waves arms and nothing happens.

    Not only does nothing happen but I still pay the magicka cost. This is a proper fail bug...

    Check if latency is high using the built in latency meter.
    Anything that can be exploited will be exploited

    Latency is fine (sub 100ms), target is not immune (as this can happen even on fresh pulls of mobs) yet I press the button, the animation plays but no "smoke" and no screem sfx, magicka cost is incurred but no fear effect. This happens c 25-50% of the time, or more.

    Paid attention for a couple of days and I cannot reproduce this bug on my potato.

    I thought i was mistaken damn this happened to me several times. I always thought my oponents are somehow immune to fear or something like that.

    Same issue on PS4 when Mass Hysteria is slotted on the bow back-bar (using it right after barswap). I've only noticed it as I was playin around with the skills as IC hit PS4 (usually have it on my front-bar/2H). Mag is used and char animation are visualized correctly but the black/red smoke(ghosts) animation doesn't happen = no effect on the enemy.
    Rotation: Ambush-WB-Barswap-Mass Hysteria

    Slotted back again on my main bar it works as intended.
