I think it is in a perfectly balanced state. Perma dodge rolling was bigger issue than block, BE spamming and Nirn. You can still effectively roll 2-3 times without losing too much. But you wont be able to dodge roll in between attacks like every stamina user used to which was uncounterable by magicka users, except shieldstacking sorcs.

It's not in a balanced state when people are permanently immobilizing you, and you're punished for breaking out of it.

They wanted to get ride of perma dodge roll. Only a select few were able to do that and only because of insane regen amounts. Most peiple with 1.5-2k stam regen could not perma roll. Still.. A flat nerf was apparently needed...

The problem at present with current dodge roll mechanics is:
The roll has been slowed.
The distance rolled has been shortened.
As you see its not just higher cost, the developers made it useless as a escape from injury.
