Apparently yes, if you take the DLC into account. Already seen a couple threads by console players upset that, even with family share, DLC needs to be bought per person.

Yeah, they apparently have a certain number of codes they they bought from Zenimax. I bought my copy from the one day sale GMG had last week and I noticed that by the evening that the standard edition was already "sold out". There's no problem getting multiple keys from them. I bought 2 copies (one for me and one for my brother) from the sale last week. Look in the "Games" section of your GMG account and your ESO keys will be listed in the unmarked section in there. (There will just be a triangle all by it's self that you need to click on the expand that section and see your keys.) I guess it is unmarked because the key is for an independent service and not one of the major digital distributors.

That's not how things always work with "authorized retailers". Apple, for example, puts stringent restrictions on the pricing of their products. You can't just sell a Sony PS4 for whatever you want, either, although stores like Walmart will try to sneak around this with discounts on bundled products.
