Cyrodil is fine for casual for PvP when you're bored, or when you want to use a Trebuchet to destroy a castle. But like i mentioned before, there's limited skill involved in this PvP mode.
That being said, we need more PvP modes and here are some ideas and proven-to-work formulas:
1) 1v1 Dueling
2) Arena mode
3) Instanced Battlegrounds
1) Dueling is great, because even though classes are NOT "balanced" in 1v1 scenarios, it enables players to learn how to adapt and fight other classes in a 1v1 scenario. Basically every other MMO has this feature incorporated, and for a reason. It's fun and has a formula that PvP players enjoy. (If you don't like the idea of Dueling, then don't do it)
2) Arena mode, probably the most sought out PvP mode and for a good reason. Arena mode(s) allow players to form teams and to strategize to win against the opponent team(s). It also adds value to the game. This mode will only work if players are given a "rating" to compete against other players.
3) Instanced Battlegrounds, (again) not everyone thinks its fun or "that it takes skill" to zerg or kill (an)other player(s). Instanced Battlegrounds composed of smaller teams encourages small-scale teamwork and coordinates. Furthermore, it ensures that only a certain amount of players partake in a given fight. I.E.: 10vs10.
It has been done already only to rot in their harddisk.

I'm getting closer and closer to unsubbing every time i hear this.
These features should have came with the launch.
The other day I was attempting to convince friends I know to play this game, but you know what they ask?

I'm tempted to lie to persuade them to come and play, but the fact is, that veteran MMORPG players have a standard set by other MMORPGs that they expect to find in ESO.
I don't know what ZeniMax developers priorities are, but it doesn't seem that PvP is.
