well it does make alot of sense about these changes if you eventually get 3600 champion points or 100 points at a certain perk like potion effectiveness and ur own bonus healing perk.
Their view is a year or two from now , what becomes of your character with these perks.

There is no Potion Effectiveness perk; that specific ability is being removed from the game due to potions being integrated into the Major/Minor buff system. It's also very obvious from the PTS that having all 3600 Champion Points is completely overpowered and unbalanced, but that's not a bridge they will have to cross for a long time (minimum 2 years). With the removal of softcaps, the disparity in racial bonuses becomes much more pronounced, and the Champion System perks only exacerbate those differences.

Yeah, this is absurd and very apparent post 1.6. And what's more frustrating than the actual nerf is the complete lack of communication about this. Was this an intended nerf to that passive? Or was it improperly scaled with the 1.6 scaling?

I ran the numbers on the PTS before 1.6 came out. Without an SR the base value is a 3% mitigation, so kind of pointless.
