They made it near pure risk with little reward they really don't care about you or anyone getting trapped in a building while quest and get really for the JUST DON'T STEAL comments, cause don't even think about playing the game with any race and style if you're not going to be a saint or soldier.

Aside from above option, pay up, how about don't get caught, or if you get a bounty and you don't want to loose all your stolen goods, log off until your bounty wears off (a 15 minute break at most if someone catches you stealing). Play an alt or get a snack, pee break, whatever. When you log back, head to nearest refuge to unload. If you are outside, then hope you are a sorc with bolt escape, or near a deep body of water. Those are the easiest ways to get away from a guard.
But not sure what immortal guards have to do with it, they're never inside buildings and therefore easy to escape.
