Yes it gives XP plus Legerdemain Rank and no it's not broken as Lockpicking is part of Legerdemain. I'd like to see you lockpick the Master Safebox in the Bank in Shornhelm and tell me there's no risk. That Banker is acutely aware of your sneakiness and you will NOT make it out of that building once detected, the Guard in there makes quick work of you. Also, I want you to go Rank up Legerdemain to 20 without doing anything else when 1.6 hits Live, it'll probably take you between 7-20 days then look at how few Champion Points you've gained in that time, it'll be 3 CP total, I've already tested it twice.

Legerdemain activities give horrible XP compared to other methods of gaining XP so be happy that Chests even still give XP on PTS 1.6. I reported this discrepancy to ZoS and it was completely ignored. You can grind out 1 CP in ~2 hours (even with the massive grinding nerf) and even PvP dailies net you 1 CP for about 2 hours work, but Legerdemain gives you 1 CP about every 2 days of 6-8 hours/day of work. It's completely unbalanced.

BTW, you do understand that's it's a whopping 1, 2, 4, 8 points for Legerdemain per chest based on difficulty right? Rank 19 alone takes 400 points to level.

Good luck to you man. I Ranked up Legerdemain to 1/3rd through 19 on PTS 1.6.2 and it took 6 full days at 6-8 hours/day with a mix of Safeboxes, Lockpicking Homes and Pickpocketing, 20 is the cap. There are literally not enough Chest spawns in the game in a small confined area for you to Rank it up to 20 in a few days and that's the most time consuming way to do so. Maybe you should actually try thoroughly testing something before complaining about what you don't like.
