As long as there is a trade off to permablocking i'm ok with it. That trade off being completely useless to your alliance because you show up and just hold block.
But if it's got to be fixed I think it would be far easier to put in a PvP constellation or moon within the CP system that gives PvPers the ability to deal with this. Adding block penetration against players or increased damage to blockers (a la temp). This way tanks won't have to get 1 shotted while taunting a boss in PvE because they can no longer block cast their essentials.

Honestly I feel like having unkillable pvp tanks is terrible for pvp gameplay, especially when they are unkillable just because they hold down one button and periodically apply a self heal or damage shield. It's an incredibly easy way to play, with almost zero ways to counter (NB and WW fear are the only things I know of that penetrate block).

Once people are able to traverse deeper into the CP constellations and get the block cost reduction perks, I think you will see a new PvP build: DK, sw/sh, permablock, w/ the Alliance War skill that grabs projectiles. i.e. a true PvP tank. While this character will not do much damage, the amount of mitigation will make it priceless for group play.
