Xiroku✭✭✭They already have Daedra that exist only in ESO, why not a special dragon? Dragon's existed during the 2nd era, an encounter/battle with one could be made possible, or even made into a super rare random event similar to summoners, saving travelers/merchants, dueling mages, etc.
Levitation magic also existed in the lore, so if not flying mounts, there's that. It was banned in the Empire during the 3rd Era, so it was still around in the 2nd Era.0 -

But for 1... Well - I actually expect they do this someday - we could have a dungeon boss/trial boss/whatever that make us fight an illusion or some trick like that... Or we could fight a dragon inside a memory - not a living memory - but there are plenty of ways to get there. And, finally, there's a lot of room for experimenting and creation in not-so-explored realms of Oblivion, for example.
As for flying mounts, well, I really don't want to see those in Nirn. But as mentioned above, future expansions could go *beyond* Nirn and we might have some different travel methods there... who knows.0 -

✭Lore Supports dragons existing in numbers untill after tiber septims conquest of tamerial, and this game happens quite a few hundred years before tiber septim is even born..
since this game has the potential to span the entirety of tamerial, it would actually be less likley for us to not see a dragon eventually... considering they are huge, quite noticeable monsters..

Technically Paarthy, the one dragon in the Dwemer ruin, and all the dragons in Akavir are still alive. BUT, for the most part. They're all living in hiding, unless Zenimax releases Akavir as a locale, dragons SHOULD never be seen in this time period.
