I fight aginst Neighbor all the time on Wabbajack. He is only difficult in zergs of PUGS. The question is how does he never run out of Stamina? What is his build doing that keeps his stamina up so much from INFINITE Blocking ?
Is it Absorb Magic?

The thing is with the amount of skills available, there are more combinations possible than there will ever be players to test it. I don't think it was ever intended to ensure that this or that was balanced. All factions have access to the same stuff, so this wont kills the overall balance between factions just because some builds are quite good.
Now of course, no one want to end up with a game where everyone goes to the same default build because it is the only way to stay competetive. On the other hand, we have only been playing for a month, and there could be 100 others builds out there that are way more crazy than your average bat-spammer.
I hope zenimax will let players figure out counter builds and better builds before they just go nerf crazy on this and that. I would hate for ESO to become another of those games where you think back "PVP was exciting to explore in the beginning untill they nerfed it all".
I don't belive this is a bat problem either and there are ways to deal with the bat people by the way. It is true that vampires do shine when they get to run in the middle of a terrified group of confused player. On the other hand they shine considerably less when taking hits from burning oil. So keep in mind that while a group of players may pwn you in one situation, they likely get pwned alot in others without you ever knowing about it
The solution is not to nerf builds where they rock and boost the builds where they suck. That will lead to a game where it no longer matters what build you make.
If two months from now 75% of players are all using a particular build, then statistically there is a problem and it should be looked at
