The Justice system was very needed because this is a Elder Scrolls game and must be there. Also, you should be able to kill any non-essential NPC, but deal with consequences.

Right now as of the 1st of May 2014 players like myself have still 4 days of playtime left of their 30 days game time for buying ESO. With the current state of the EU servers it's pointless for me to carry on.
I guess I'll be checking back in 2-3 months. That is if I don't jump on the 'Wildstar hype train'

Fixing bugs like sound/dialog dropouts that affect questing and sometimes actually make a quest uncompletable, fixing broken quests directly, etc. are entirely unrelated to 'tweaks'.

Again, are you sure that your ISP is not throttling your bandwidth, maybe some architecture designed to limit pirating/torrents, etc?
1 to 2 seconds of lag is worse than even SAT from Iraq (which my brother uses, btw).
