i would love to fight such enemies. too bad that not many are clever enough to use those.There are only two skill that are too good for the cost.
Mist form on Vampire skill set, and bolt escape on Sorc skill set. Mobility is the king in any PvP environment, and combine that with being unable to stun lock effectively and becoming untargetable for most of the skills of other classes, and you get a formula for an OP skill set.
You have a pair stuff to counter or avoid CC, some to mention: the using of 2 mouse button.... or 1 the right mouse block.....

with magicka regen being absurdly easy to obtain, people can just spam bolt escape and mist form once they hit VR rank, making them virtually unkillable, unless they overextend and make a stupid mistake or get jumped on by 20 people vs 1 when too low on stamina to break the initial hard CC.
There is too low number of "silence" skills and root skills that can counter teleport and mist form.
Dark talons - DK AoE immobilize
Encase - Sorc AoE immobilize
Negate magic - Sorc AoE silence - ultimate
Daedric mines - Sorc AoE space denial skill with immobilize
Trap beast - Fighter guild space denial skill with immobilize (only vs vampires and werewolves)
Volcanic rune - Mage guild morphed skill - space denial with knockback
Other than that there is a small number of single target immobilize skills, but they can't really be a part of solution. I have a long competitive history in FPS and MOBA games and I can hardly hit reliably single target immobilize on a misting vampire or teleporting sorc more than twice in a row. Reasons: 1) you need to have faster reaction time than your opponent AND 2) you need to be able to anticipate where they will jump out of teleport or where their mist form will expire
The easy fix would be to add a 1s or 1,5s delay before the recast once the previous effect of bolt escape and mist form ends. This will still keep these skills viable, but will also add some chance to target these elusive *** reliably with skills and weapons in between for players with high reaction time
another solution would be addition of more silencing skills, perhaps in thief or assassin guild options.
