Eventually skeletons do come to kill him, and after dispatching them he finally says "I got it. Then you can talk to him, but he's just like what are you doing here, and quest doesn't progress.

That is my Very last quest in Coldharbour. As an achievement ***, it is really upsetting.

if you'd use the ingame /help and searched for it, then you would know, that they are aware of the bug.
