Won't be a problem, but is "variety to a meta" - which one is it, not a problem or OP?
Sorry if I can't take these kinds of statements seriously, we've had actual good open world players already comment on the thread and show debuff bars full of negative effects.
All it takes is opening a Cyrodiil stream for 5 minutes and you'll see half a dozen wannabe gankers with this mythic (luckily usually on bad, less refined builds) trying to kill the streamer.
Wanting "variety to a meta" is fine, but you should want for buffs to abilities and passives, not a mythic that functions as a life support machine to bad builds. You can't have both, because that's not how balancing works: if something is already OP (with the mythic) they're not going to buff it and break the game. Not even if it's terrible in literally every scenario not running this mythic.

“Won’t be a problem” means it’s not going to kill the game and it’s not some god-mode unbeatable strategy that will one-shot everyone it comes across, but it’s still strong enough to compete with the meta builds.
We always have “good” open-world players commenting on how something is going to be a massive problem that kills the game and needs to be nerfed…yet those same players never go anywhere. In fact, most of them wind up using the thing they said would kill the game. Do you know how many streamers and content creators I saw rage against subclassing only to run around Cyro stomping pugs on a subclassed Charm Warden?
I’ve seen enough panics over a piece of gear or an update. Some of them have been legit. But here? This is ZOS actually doing a good job, and I love to see it.

Translation:
"It's game breaking for PvE as well but I haven't had the time to use it enough yet so please don't adjust it"
