People decline queues (or are afk when the queue pops and time out), that's why this happens. Only way ZOS could "fix" that would be to force accept people, but that would just increase the number of people who leave or are afk, and also mess with people who want to accept but need to finish mat gathering or inventory management or w/e before accepting.Seems like the fix should be to add players two at a time. If seven people are in queue put three on each side and the 7th has to wait until an 8th shows up. If there isn't an 8th after a certain amount of time the fight starts three on three. The game shouldn't stick a player on one side without being able to stick one on the other.

Personally I would like the penalty for quitters to be stronger. But if they do that and a person just DC's well that isn't cool either.
I like what ZOS is doing for PVP! But spawn camping and loft sitting is still an issue needing resolved.
