So when you steal.....I mean permantly borrow an item, are the plans that come from it exclusive to the region you are in or is it random from all zones of Tamriel?
It depends, unfortunately. Many of the designs are Tamriel-wide. Especially the ones that were available in early game years. But some only drop from certain sources: pickpocketing nobles in Grahtwood, or beggers, or fishing in Apocrypha, etc. Or lots of DLC ones can only be looted in their areas. There is a list kept here on the forums, somewhere. But I couldn't find it with a quick search.

Sapphire_Ocelot keeps a spreadsheet that I love. But not everyone is a spreadsheet nerd. LOL

If you don't have access to Azander, make sure you get him during the next free ESO+ event. Just for his perk. He's a decent tank, too.

can't pick up companions with the free eso+ trial. you have to actually own the expac or pay for eso+
You are absolutely correct, of course. Thanks for the correction. I do know that!

I don't know why I keep thinking/saying it. I mean, I've tried to get the DLC companions multiple times on my non-ESO+ account, and each time I have to /facepalm.

i remember my first eso+ free trial with the alt account... i was SO excited. first thing i did was try to get ember. NOPE! lol i had a feeling it would be that way though. it's just the same as jewelrycrafting and antiquities. i'm honestly surprised they let us keep blade of woe and the ability to loot thief troves

Every zone can drop either Base Game furnishing plans, or plans specific to that zone's DLC. Until Solstice, no DLC zone ever drops plans from other DLC zones. Solstice is the first zone to deviate from that formula because in addition to base game and it's DLC specific plans, it can also drop Summerset and Murkmire plans.

I'm surprised no one has quoted it but Wayrest, in Stormhaven, has one of the greatest concentration of targets of all Tamriel, from low to high ranks, and also many houses including two manors with several high level locks to get int (three and two respectively), Outlaw Den is easy to reach, guards are easy to avoid especially with Night Mother Embrace set, it's even possible to rob the chests in the bank, because the place is large, and to search almost every container in the castle, for the same reason (especially if you haven't completed the Stormhaven main quests, since they gather many NPCs in the castle).

Also, the lower (around the Chironasium) and market districs and the docks are full with low ranks NPCs for pickpocket newbies.

Wayrest really is a place to be for thieves, and it's base game, so you don't risk a bounty just for being in a private house.

Been looking for good stealing spots that are npc free. trying to level Legerdemainn.

Go to the ships in Daggerfall Harbor in Glenumbra. There are two ships in harbor that you can steal from without any NPC's bothering you. You can then easily reset them by going to the helm of the ships and travel to Davons Watch in Stonefalls. Those ships have NPC's, but are relatively easy to loot as well, and then you can travel back to Glenumbra, where those ships should be reset. Easiest way to farm stolen goods IMO.

Vivec City is my favorite. Plenty of objects to steal as well as NPCs to pickpocket. Basically start at the apartment (the penthouse), work your way through the top level, then the bottom, then head to the thieves guild, then head out to the market/crafting area and continue.
