Account was stolen and banned, no replies from support

Hello, I have an issue. My eso account was stolen with email and then got banned. I've recovered email by now but can't do anything about the account, I've got AI responce in one ticket saying like account is banned and decision is final. It simply doesn't listen about stealing. I've created other ticket, support asked my account info to verify i'm the owner, I answered all the questions and they don't reply anymore. I don't know where to search and ask for help. I don't have access in over a month, and been away for longer. I've spent years on the game, have all the dlcs and was eso+ member for 2 years straight. My ticket # is: 251104-001738, that one doesn't have a single reply since November 4. I didn't write down previous ticket numbers and I believe there's no way to check without logging to eso website account which I don't have access to, there's Question Reference # 251028-000230 on my emails, I'm not sure if it's the same thing as ticket number. This is from the ticket where support asked my account info to verify owner and there's no reply since October 28. Would greatly appreciate any help please.
