I submitted a ticket and they told me not every player is able to get the achievement and that it will be fixed in a patch soon.

I doubt it. Fewer subs = less income = fewer people/less talent to fix things. Besides, they did work on the issue and as per their previous statement they did include the solution to the Shadowfen achievement with the Craglorn update.
The problem now is a new and different issue globally affecting the resetting of (completion) achievements. And given that achievements issues don't directly affect game play, I am not expecting to them to be as high of a priority as the efforts to fix potentially game-breaking things like the massive memory leak, infinite loading screens, the accidental buffing of VR mobs, etc, which have been the major focus of emergency patching the last couple of days. That is most likely where any actual concern over lost subs would lie if there is any. Given that, it's actually pretty surprising to see that the new achievements reset issue, which should allow the Shadowfen fix to work, is already being dealt with.
Anyway I'm glad to see that the Shadowfen issue was indeed dealt with, as the reason I popped by this thread again is that I have another character starting that zone. I had come to get the info on how to avoid being stuck at 61/62 again, but now I don't have to remember the specific order we worked out in order to get the quest completion achievement.

And if what you say is true, can you please elaborate on the "bad news" because I really don't understand what you mean.
