Yep, both bars even and then taken off and put back on, no changes in magika. Also CMX is not registering a change either.
Passive changes and says 2% when on and off but magika does not change, recovery does but not magika itself.1 -

✭✭✭✭✭The Magicka Controller passive has been bugged for as long as I can remember.
IIRC, it's more a visual bug that comes and goes when you enter/leave combat. I can't remember exactly the circumstances, but it's been like this for years.
