I was swore at and insulted in game chat, I reported, No Violation?

A person swore at me and insulted me directly in game via whisper, I reported said person and I just get an email from ZOS saying there was no violation? Is insulting, harassing and swearing at people in this game allowed? I'm confused? Can ZOS/Moderator please clarify this for me? I was given a warning for once calling someone Lazy.
