Learning non-Werewolf passives in Werewolf form causes them to not work in either form

If you learn any passive that would work in Werewolf form while transformed, it will fail to apply to you, and will continue to not apply to you even after reverting into your human form. For instance, the bonus Weapon and Spell Damage from the Balanced Warrior passive — which does apply in Werewolf form — will apply to neither form if you learn it in Werewolf form instead of in your human form.

A simple workaround is to just not learn passives while transformed into a Werewolf. Though, this is annoying to deal with because it means we have to revert form every time we change our skills, which can happen a lot when testing builds.

This is likely a side effect of the patch to prevent Weapon passives from functioning in Werewolf form. Rather than blocking just Weapon passives from functioning when learned in Werewolf form, it's blocking all non-Werewolf passives, and it carries into the human form as well, which is unintended behavior.

Werewolf Should be Allowed to Sneak
Please give us Werewolf Skill Styles (for customizing our fur color), Grimoires/Scribing skills (to fill in the holes in our builds), and Companions (to transform with).

Sounds like the most reasonable solution for this would be to allow passives to continue to work in Werewolf form rather than trying to block any of them.
