You don't see nearly as many people complaining about DC or the Scribe pulls because they apply CC immunity, so there's none of this wacky ping pong double pulling.

How I interpret this is that ZOS knows full well that forced movement will by its nature put players "into a bad state." They know that because of the frequency players are put into said "bad state" that this set is exceedingly popular. Who would have thought that sets putting players in a bad state would be commonly used?
Zos also telling us that no matter what measures they implement, being put into a "bad state" "could still happen." In short, they know just how common this set is abused and its problems are not solvable, and still an obvious remedy - we don;t need AoE pull sets yanking everyone in a 490 square meter area - was not considered. Rather, AoE pulls sets serve some vital function necessary to Cyrodiil that it's perfectly acceptable that people get pulled through walls.
Bugs are perfectly excusable, even if they are admittedly unsolvable.
