Personally I 'save appearances' by keeping a tab in my excel spreadsheet for eso records just for appearances. I count the number of ticks from the left and record the number for each slider. It lets me easily recreate appearances, like mirroring my main character's looks on the alt versions of her in each class. This. Getting a barber or the like is very unlikely when the crown store has the cosmetic packs with hair, adornments, markings etc. So it makes sense we should get a cosmetics hair colour pack. They could also add the npc exclusive colours then too, because there is a bunch npcs use we can't that makes no sense we can't use. Like black and darker hair for altmer, also true black for imperial, amongst others.
An eye colour pack would make sense to get at the same time too, because there as well there are a bunch of npc exclusives.
If necessary some hair colours, like argonians, can even be race restriced like some adornments and body markings already are.
