    Vampire still has some useful skills — in particular, Vampire's Exhilarating Drain is extremely useful when paired with Dragonknight's Magma Shell when building for extremely high Arcs in the Infinite Archive.

    Vampire's other passives are still popular for various builds, too. You can pair Dark Stalker and Strike from the Shadows with a stealth build (preferably on a Nightblade character) for use in ganker builds in PvP. Unnatural Movement is popular for all classes in PvE because you can run past enemies without needing to fight them.

    Finally, Undeath isn't completely useless. You can still use the mitigation for PvP and PvE, but now it's not a must-have passive because the bonus of Undeath isn't as strong as it used to be.

    In my opinion, you should keep Vampire on your characters if you like (role)playing a vampire character, or if your build requires you to use one of the active or passive abilities. I'm more of a Werewolf player, so I'm just used to being off meta.

    It pairs pretty well with the night blade invis change too. I don't think you'd want to keep seven vamps though. 😅

    turns out I was still using the vampire lord ultimate for all but my necromancer.... can't even get rid of it lol

    it'd be much better if Unnatural Movement is moved to level 1. Now I have to fight all the annoying trash mobs..

    Don't forget Eviscerate! It's a very strong skill if you need a magica spammable but your class doesn't have access to a good one. The change they did to bleeding where it stacks up to 3 times really makes it shine as it always applies hemorhaging. So essentially you get a spammable and a DOT in 1 spammable.

    Arterial Burst is the morph most people will use for group content, but Blood for Blood is also notable for being pretty much the only "free" spammables. Very useful for solo content on classes with sustain issues.

    For PvE, it's the same as before. For PvP, it's still useful for Mist Form and the nerfed Undeath passive (just less than before), depending on your build.

    Undeath is still a pretty significant boon in PvP, even at half the strength it once was...

    ...which makes it absolutely bonkers how long the ludicrously powerful 30% was left in-game, despite the constant outcries for a nerf and the way it became pretty close to mandatory on any optimal build.

    Now it's legitimately a choice, but if you're not dealing with sustain troubles it's absolutely a smart one.

    I had seen only 1 Mist Form user in an entire year.

    Tried it a few times myself and it's quite awkward to use, unlike streak.

    Beat me to it! XD

    Jokes aside, it completely depends on your personal playstyle, or whether you want a vampire character. My main is a dps that plays as a stage 4 and uses blood for blood as a spammable, and I can take it into all the hard stuff including trifecta runs successfully.

    I've seen several of the RunvX types use it on their non-sorc builds. The reason it feels awkward is because it doesn't have the huge unblockable aoe stun. That's the real power of streak.

    It was difficult to aim / activate in times of emergency, whereas streak always works even though I might land at the bottom of cliff.

    They could be better:
    These changes are very much needed. The suggested changes are in italics:

    Rather than revert the changes to the Undeath passive, I believe it would be better to increase the power of Vampires (while being careful not to passively boost the power of the Nightblade class).

    ==========
    PASSIVES
    ==========

    Strike from the Shadows: When you leave Mist Form or activate Unnatural Movement your Weapon and Spell Damage is increased by 300 for 6 seconds.

    =========
    SKILLS
    =========
    :
    Vampiric Drain: Siphon away your enemies' vitality, dealing 870 Magic Damage and healing you for 25% of your missing Health every 1 second for 3 seconds. Activating this ability grants you Major Protection and Major Berserk for 10 seconds.

    Mesmerize: Subdue enemies in front of you with your baleful gaze, stunning them for 5 seconds if they are facing your direction. This stun cannot be blocked.
    - Hypnosis: Subdue enemies around you with your baleful gaze, stunning them for 5 seconds. This stun cannot be blocked. Enemies are no longer required to be facing your direction.

    Mist Form: Disperse into a dark mist, causing the next 3 projectiles to deal no damage to you for 1 second while you dash forward and reappear at your target location after a short duration. Casting again within 4 seconds costs 33% more Magicka. Activating the skill removes snares and immobilizations.
    Snare removal would make mist form a fantastic ability, instead of a frustrating one. It's really a no-brainer.

    Blood Frenzy:
    Allow your monstrous appetites to take hold, increasing your Weapon and Spell Damage by 60 every 2 seconds, up to 5 times. While toggled on, the Health cost of this ability increases by 360 per stack and you cannot be healed by anyone but yourself, your pets, or your Companions. All damage you deal heals you for 1250 Health, up to once every 1 second.

    ========
    SETS
    ========
    Hopefully ZOS revisits all sets in the game and I have a few proposals for the vampire themed sets here:

    Vampire Cloak:
    (2 items) Adds 1206 Maximum Health
    (3 items) Adds 1206 Maximum Health
    (4 items) Adds 129 Weapon and Spell Damage
    (5 items) Adds 171 Weapon and Spell Damage. Removes the penalties of your Vampire stages.
    I believe these changes will make this set worth choosing for vampire themed builds over sets that are stronger in general.

    Vampire Lord:
    (2 items) Adds 1096 Maximum Magicka
    (3 items) Adds 129 Weapon and Spell Damage
    (4 items) Adds 657 Critical Chance
    (5 items) Increases the bonuses of your Vampire Stage, depending on how far you've progressed. Stage 1/2/3/4: 5%/10%/15%/20% reduced Vampire Ability cost.
    Vampirism is already punishing enough already.

    it'd be much better if Unnatural Movement is moved to level 1. Now I have to fight all the annoying trash mobs..

    I like unnatural movement being locked behind higher stages. It's one of the most vampire-feeling passives and I believe you should commit to being a vampire if you want such power.

    But it has no use in competitive activities, more of an utility in overland. 4 stages for an utility is a lot.

    Vampire is still really useful on a bomber or a ganker, but you will want to run it at stage 4. Other than that, you can run Vampirism at level 1, but most of my group has found vampirism to not be worth it for anything else.

    I mostly turn my characters into Vampires for that coldly pale skin for goth aesthetic.
    It does make tattoos pale as well, yes, but it's not that big of a deal.

    Hypnosis (Mesmerise morph) is useful in Infinite Archive for me when I'm being swarmed, so I use it often.
    I do have more use of Vampire skills on my Nightblade for my assasin build, and Unnatural Movement makes doing Brotherhood Dailies fun.
    Traversal is also much better with all Champion perks for sprint and movement speed. I'm rarely outran by a mount.
