Werewolf Shifting - Return on Ultimate

I'm proposing another suggestion to rebalance werewolves in an additonal way: The ability to get a return of an Ultimate portion when leaving your wolf form.
This can be done in a couple of different ways. Not collectively, but as a few example thoughts on how it might be implemented. Of course, this could be compounded with the mechanic already in place that reduces the cost of your ultimate in the first place. The goal is to make both ends meet a little easier, but not to negate any need for building it up again (I'm certainly not asking to be returned with 285 ultimate).

1. A new passive that returns a base amount per skill point applied
_ There may be a number of levels available to invest skill points into, maybe up to five. Each level offers twenty ultimate back when you return to your normal form.
_ A pre-existing passive could offer additional these benefits, making it more valuable to invest in
_ Investing skill points into all the passives can buff toward this as a whole, encouraging players to make use of all passives, if not already. For example, every skill point put into any passive aside from Devour or Bloodmoon (only one rank each) could offer twelve base return, up to a total of 96.

2. A skill morph/Scribing effect that returns a multiplier based on conditional effects
_ Some of the damaging skills could offer this additonal benefit. Since it doesn't affect damage, it could easily be applied to any morph, perhaps with varying base or percentage ultimate returns or between the choices.
_ Killing a certain amount of enemies within a time frame with damaging skills as an invisible stack. For example, a stack effect process that can occur every fifteen seconds, up to ten stacks, each stack returning ten ultimate when unshifting. [Whether or not the stack has a diminishing cooldown can be determined by the timing, be it less ultimate per for an unlimited timer, or more ultimate returned with a ten-second timer per stack]. This was the original start of my idea, and I feel the most appropriately effort-based for such a rewarding mechanic.

All in all, this can make for a more engaging werewolf system as it makes shifting between easier to manage over a longer period of time, allowing for players to utilise your normal form in quicker succession.
These are just a couple of dynamic ways that this system could be implemented. I invite anyone to build upon or offer other ideas.

This would be useful for players who frequent Cyrodiil, or for dungeon purposes. I see no reason why a Werewolves shouldn't be able to generate ultimate in form. It would open up some new set options that are based on the amount of ultimate that you have.

Cyrodiil was one prominent thought I had in regard to this idea. Though, if Ultimate were generated in form, then it might he limited to an aforementioned amount.

I personally run the berserker werewolf often and very frequently lose form when out of combat..... It would be a great "quality of life" to have some of the ultimate back so I can transform again sooner if group decided to open a chest, etc.

Not sure how I feel about generating ult faster when out of form though.. (just for having it slotted)... I wouldn't want werewolf to be slotted by non-wolves to generate ult faster... but I would very much like getting into form to be easier..... When when playing werewolf I like to play a permeant werewolf: I my human form is a nuisance and I only want to be in my werewolf form.

    Necro Main
Tank main from 300cp - 1200cp at which point I switched to DPS - I was 100k on every class except werewolf. I cleared 115k on necro, but I am completely done with parsing. My hands won't let me anymore. Lucky there is still heavy attack, arcanist, and werewolf options available. Otherwise I would possibly have to give up eso entirely.

Yup agree with that, though it's always a hassle to go grab a drink at the tavern, the guards get so spicy. :)

Cool idea. It would also be cool if the Werewolf ultimate was an actual ultimate you could use while transformed, like the Vampire or Werewolf ultimates from BGs/Archive/etc. It would require another way to un-transform--I would suggest maybe crouching for 5 seconds, or holding the Ult button, something like that.

I like the idea and I feel like maybe this could be added to a Beserker wolf given their shorter timer

I'm personally of the opinion that Werewolf should have an in-form Ultimate like Feral Guardian or Incapacitating Strike when cast with higher Ultimate. Casting Werewolf Transformation with less than x Ultimate should revert form, while casting Werewolf Transformation with x or more Ultimate should have new functionality, like a damaging ability or utility ability.

I suppose if the Ultimate is gained while in-form, then it should be kept when you drop form. The caveat here is that you can only manually drop form when you have under x Ultimate — if you want to drop form with x or more Ultimate, then you'd have to wait out the timer.
