All your damage has a chance to apply a status such as Burning if it is of a particular type (like flame damage here). That trait makes this happen more often and is one of the strongest weapon traits in some situations
Most of the statuses are bonus damage and sometimes another effect, like the status from physical damage also applies minor breach

My bow shows "Absorb Magicka Enchantment", deals 1754 Magic Damage. Can that be effected by Charged which is "Increases chance to apply status effects by 225%"? If not, I can change it to Penetration eventually. Thanks.

The magic damage that the enchant does will be affected by the charged trait, to increase the chance that the enchant magic damage applies Overcharged status effect for some bonus damage and more magicka return. You can also change your enchant to a higher damage enchant that also has a higher damage status, like Flame or Poison enchant

    Is this for PvE or PvP and is the bow your frontbar or backbar? If it’s your frontbar then you can use charged. If it’s your backbar use infused. If it’s for PVP then you can do penetration frontbar instead of charged, but you don’t need penetration trait for PvE.*

    * If you’re doing solo PvE, major breach is probably enough. Group PvE has debuffs that’ll reduce enemy resistances. In PvP, people tend to have more resistances than PvE enemies do.

    It's for PvE, yet eventually I could do PvP.

    And it would be way easier to use archery or ranged magicka on the world bosses to win. Any share? Thanks.
    To survive most content in game, I'm thinking about going 1 handed and shield and archery. A thought is ice staff.

    And my bow is currently on my backbar, yet to solo world bosses and more, I thought I should switch to archery.

    i think at base, its a 20% chance to apply status effects with light/heavy attacks

    225% increased chance to apply increases that to approx 45% chance

    it will be far less noticeable with your looking at chance to apply status effect from like an aoe dot which is like 1 or 2% chance to apply base, 225% increased chance only increases a 2% chance to 4.5% chance

    if your using your bow as your backbar, this trait is doing basically nothing, this is a front bar trait if you plan on using it

    its usually better to use infused on your backbar to get your weapon enchant to go off more frequently

    I don't think light/heavy can apply status effects. It is the weapon enchant that has the 20% chance. So a lightning staff with a poison glyph will have a 20% chance of proccing poisoned status effect and 0% chance of proccing concussion.

    But ... I think there is a set with 5-piece bonus that guarantees status effect of weapon type. So if wearing that set, you would 20% chance of applying poisoned and 100% chance of applying concussion.

    Threads of war is the set. All martial weapons apply sundered while staves apply the respective ones.

    weapon enchantments can definitely proc status effects, even if the enchantment comes from a light/heavy attack

    the light or heavy attack itself cannot proc a status effect unless your using the set mentioned (threads of war)

    From personal experience, ranged magicka is better. My main is stam bow/bow and while I can survive, the damage is rather bad. My stamina arcanist and magicka warden do a lot more damage while still being able to survive. That said, more damage means overland fights become more trivialized.
