While annoying, it works "as intended". Feral/Eternal/Wild Guardian has ultimate cost of zero. Once bear is out, it changes into 75 ultimate Guardian's Wrath. Thats why it flashes and play ultimate ready sound.
Waaaait... Is this the sound I get after every region swap with wayshrine? I never understood where it came from. It's like a sound of blades or something... Guess I can't do anything about it after all - I agree it's annoying.

so you have it slotted for the mag/stam recov and the crit dmg?
if you spend most of your time on that bar i could probably see that being of some use if its more of a healer setup (based on the skills slotted from the log)

The overall meta in eso for group pve is dps support. This is a rojo healer which provides the major slayer dps buff to the group. The jorvalds(jo) set allows the roaring oppurtunist(ro) set to have high uptime and double heavy attacks provide the buff to the trial members. Healers will generally spend about 70% of the time on the front bar so a passive activating ultimate is quite effective.
