ESO Companion Rapport Stages to Unlock Quests are:

The rapport milestones to unlock and progress Companions quests are as follows:
  • 750 - starting point
  • 1000 - first quest
  • 2000 - second quest - quest completion unlocks letter furnishing
  • 3000 - third (final) quest - quest completion unlocks houseguest placement
  • 4000 - considered "max" for the achievement? E.g. Zerith-var & Tanlorin (unsure of others) require max rapport, max level, and all prior achievements completed to unlock their perks account-wide and buy their associated furnishings. See images below.
  • 5500 - actual max - any benefit?

Please correct if this is wrong!

(Counting on Cunningham's law here ;) I've been searching for a straightforward, numeric answer like this & UESP doesn't say exactly regarding quests specifically: https://en.uesp.net/wiki/Online:Companions#Rapport)

    ZOS should add numbers to the rapport bar, and all rapport gains/decreases in-game. That way we can actually see what happens. One heart, two hearts, three hearts, yellow heart, isn't really clear and too abstract.

    4000- rapport maxed.

    EDIT: if on PC, "Increased Companion Rapport Info" addon puts numbers on the bar, and a note plus numbers when gaining or losing rapport.

    There are addons that do this for you. I don't think it should be part of the base game because it's too immersion-breaking to quantify a Companion character's relationship status with the player's character like that.

    Reading that a Companion gains +5 Rapport for doing something and currently has 2815 out of 5500 maximum Rapport is much more meta than seeing an abstract symbol to indicate the size of the Rapport change and a written description of how the Companion currently feels about our character.

    Starting point is 750.

    Hence you can get the first quest by doing a Companion's 2 daily big bonuses (Which give 125 Rapport each for 250 total)

    That's if they have two. Bastian has only one, while Ember has three. All the others have two. Also, some are trivial to do (Azandar's daily enchanting writ, for example) while others are harder, like daily Bosses when there's nobody else around.

    Actually it does, but you have to follow the chain a bit. It tells you that the quests kick in when the level of rapport changes, and there is a chart with numbers on the levels.

    I haven't used the snippet since I fully levelled up Sharp & Azandar a year ago so I had forgotten the correct syntax.

    You're right and I was talking to someone on UESP Discord about this last night; like Ember's quest page for example says: "Prerequisites: Reach Close rapport with Ember". There is a chart at https://en.uesp.net/wiki/Online:Companions#Rapport but it doesn't say specifically at which levels/status quests are unlocked, although yeah one can logically deduce. Strong emphasis on "straightforward, numeric" and "exactly" in the OP.

    "Max rapport" for the sake of the achievement is at 4000, but the absolute max you can obtain is 5500. For clarification.

    To be honest, a lot about the companion system is immersion breaking, and same thing for just the game. You can pull up a screen that tells you a lot of numbers relevant to your character stats.

    You have a relatively large icon popup when you get a rapport change, you can see your current rapport (minus numbers) without needing to ask, so I personally don't see how having the +5 popup in the chat box (like the addon I use does, and also a reminder that only PC gets addons, so other versions don't have anything similar) and being able to go see some numbers on the sliding bar would be that much more immersion breaking than what we have now.
