Yes, Steam works the same way as consoles. The ESO account is linked to the Steam account, so in order to log into separate ESO accounts it requires having separate Steam accounts. And each Steam account also has to purchase its own copy of ESO, because ESO is not eligible for Steam Family Sharing.
I started ESO way before it was available on Steam (or consoles), so I've always used the Official Launcher from the ESO website. And with the Official Launcher we can log into separate ESO accounts from the same installation (one at a time) since it's not linked to any specific account.

Just to be clear, when playing from the Official Launcher, each ESO account requires a separate purchase. It's just possible to log into separate accounts from the same installation.
I have one account with 7 characters (one for each class). It already feels overwhelming. Not sure how people manage it with multiple accounts.
I'm aware of the perks of other side accounts being pack mules and forming a personal guild for the bank space, but the time required is still not worth it. Just my two cents.

I think it is very wonderful. What exactly are you spending your money on within ESO?
I mainly spend my money on medicinal herbs for PvP.
I have 10 accounts. My main account has 20 characters and it's the only one that I use. I purchased the other 9 accounts ($5 each) just so that I could make my own guild. The 500 extra storage slots from my personal guild bank has been very useful.

Do you have to sign into those accounts from time to time to keep them active, or once you create them and add them to your personal guild can you forget about them?
