Here are my thoughts on who this furry creature is:
1) An Aedra/Daedra in disguise.
2) Immortal.
3) Every single member of his family, and all descendants are named M'aiq the Liar.

I understand you have been trying to keep tabs on the whereabouts of the ever elusive M'aiq in Coldharbour, to no avail. As a Player, I can relate to this situation, and I would like to thank you for bringing this issue to our attention.
However, M'aiq the Liar's whereabouts to adventurers are as elusive as the truth is to him, so you'll have to dedicate a lot of time in searching for him. He can be found in several different locations within a zone, completely at random. If no adventurer manages to find him at one location within a certain amount of time, he'll move on to a different location.
But apparently M'aiq was not completely honest with us about his adventures in Coldharbour, as he doesn't seem to wander around at this dark and dangerous place at this time. We are currently negotiating with him to let himself be seen in Coldharbour. Finding M'aiq the Liar is definitely an achievement for the extremely dedicated!

Actually they told you he doesn't, but that they are trying to fix it so he does.

About the change in inventory management from the previous TES: slots vs weight.
"M'aiq tried to swim out to sea, but had to turn back. Slaughterfish. Always the slaughterfish."
The slaughterfish used as a wall to prevent exploring.
"M'aiq asked an Argonian if she could breathe underwater. She asked if he could see in the dark. M'aiq had no good answer."
About the previous TES racial skills of Argonians and Khajiits, not present in ESO.
