ESO has a huge power disparity in Races

While there is a disparity between the races it's not massive, huge, large, big...or for the most part even notable as with the exception of khajiit (spikes up) and refused (spikes down) the difference between the races is ~2% at the top end and it only gets smaller the more casual you get.

However people are still grumpy about it, so the easiest solution would be allowing any passive on any race

Or, instead they can remove all of the combat racial passives altogether because they have no place in a game like this.

All they serve to do is push Race Change Token sales.

Any change, including getting rid of passives, will be met with accusations of P2W and calls for free race changes. There are tons of people who currently choose races based on combat bonuses who would choose differently if lore/cosmetics were the only differentiator (and would be angry if their racial bonuses were taken away).

Most players choosing a race for efficiency are not the same kind of players that are bothered by aesthetics.

    Two different crowds.

Huge is an overstatement. Not everyone uses meta races and that is almost never a problem. My main tanks are dunmer, breton, and altmer, and the only problem I’ve had is I had to take some points out of max mag on breton so synergies restore my stamina. My arcanist is an argonian and that’s like a 10k parse difference (my parse 110k instead of 120k, but could also be me and not the race). Just use what you want.

    this here

my 3 main dps toons are an argonian templar, bosmer arcanist, and dunmer magdk

only the magdk would be considered a "prime dps race"

my main pvp toon is a redugard NB, because i find the sustain fantastic

i dont really prefer khajiit, the only khajiit i have is a non-combat focused thief
    plays PC/NA

    active player since april 2014

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

feel free to stop by and use the facilities

It may also be possible to introduce a system where you can choose your own combat bonuses, similar to Scribing.
For example, "Choose your character's culture," or "Which the Eight Divines blessing do you want? (Or maybe the Daedric Princes is your preference? Or Sithis?)".
Considering the ability to choose divine blessings in TES5 Skyrim, it would be ideal if players were free to choose their own combat bonuses.

this would like 99% of the time just devolve into what is the best bonus for dealing dmg and thats what people will choose

If everyone has the freedom to choose, there's nothing wrong with that.
The goal is to completely isolate the looks and combat for Races in this idea.

That's not really true. Most of the people who choose a race for efficiency still care about aesthetics, they just care more about efficiency. If you take efficiency out of the equation, they'll want to switch to their aesthetically preferred race.

In fact, half of the threads complaining about racial balance are these very people. The only people who complain about racial balance are either people who have chosen one race for efficiency but prefer another aesthetically, or people who have chosen a race for aesthetics and are feeling pressured to switch to something more efficient.

In fact. When you play solo pvp this is especially felt and you have to either create a race for the sake of aesthetics or take a meta, and the final choice of race is really felt. No matter how much I wanted to play an Argonian arcanist on a regular basis, he always lost in my tests to a dark elf, although the Breton was the most comfortable, but I don’t like either the dark elf or the Breton aesthetically. And I actually changed the Breton for a Khajiit when I played as a necro, it was not so comfortable, but it was also playable, I agreed with such an alternative, but there are actually races in the game that are significantly inferior compared to others, even without being in categories of averages and are at the bottom in comparison with others, and they clearly need a buff because it’s simply impossible to play them seriously, i really lose the desire to play because of this, because I don’t want to play on the character I soullessly created for the sake of stats, and the one I want to play on is very weak

i wish there was no racial bonuses at all past the exp gain ones that don't realistically benefit combat at all.

i care more about combat prowess than racials but i do like the aesthetics of certain races over others eg, dark elf and khajiit. but i play altmer because its the best performing.

Khajiit is the best race. 12% Crit damage and crit healing, crit healing is harder to come by. Balanced stats and regen.

    .

All critical damage also affects your critical healing, Khajiit passive isn't unique in that sense. (the exception being critical damage debuffs, like Elemental Catalyst and Minor and Major Brittle, those of course wont affect healing)

Racial bonuses are negligible. But people always seek to minmax even though 99% of them won’t ever be able to see the difference.

I'd like my wood elf to have 3 usable passives or have all races have 1 pvp-dedicated racial.

I wouldn't call it a HUGE difference; I have tons of characters who are very effective without being the meta race for their class and setup.

But I mean I def wouldn't be against zos letting us choose any race and separately choosing from any of the sets of passives.
