Tried taking full advantage of the new Templar class mastery on a bash build in Deadlands/Veiled and as far as scaling your damage, it added around 500 bash damage.
Also want to add, Sea Serpent’s Coil snare does NOT stack with the 50% snare from the mastery, meaning that if this goes live, every Templar in the game will be running both this mastery and that mythic.
Does the Cruel soul affect bosses?
Super power if so. 8% of trials bosses health....

This could become problematic indeed. A fairly cheap (3.5k cost when accounting for the 1k resource return) "Spammable" burst heal that restores resources and grants major vitality.

What's the coefficient of this ability looking like? Comparable to healthy offering or combat prayer?
I understand it's also adding major vitality which is a huge healing buff but just curious on it's comparable class skills.
I tried the damage shield version of that and it was underwhelming (with my normal Max Magicka setup ~55k magicka, I got a 10k Shield Tooltip, PvP, before major vitality which is not viable at all. But it's coefficient is about 66% of that of Hardened Ward).

Most of these abilities are absolutely useless in PvE. 1.5 - 2 Second cast time? Losses light attack weaving, useless. Single target self Healing abilities? We have healers for that, useless. New ways to add Buffs and Debuffs? Covered by the tanks/healers in Abilities and Sets already run, useless.
The balance of these abilities are going to effect PvP the most, even if it's only 1% of the population.

And don’t forget this is just a soul magic skill line. The passives are nesh. It help fit playstyle for people wanting to use soul magic. There is that crafted set which you deal soul magic you place a DoT on the enemy. Overpowered generally does mean fun. But obvs that requires more nuance.
It's very possible to balance a game around various things being OP but with direct counters to them. The "power budget" or spreadsheet balancing that ESO has had over the last several years is a less confident approach that leaves abilities feeling very bland and similar.
So, IMO, OP can be good - it just needs to be balanced within the entire context of the game.
FWIW, I think that there are definitely things that need to be reigned-in here, but in general this new approach is refreshing.
