The PTS v9.3.0 change to Expert Summoner is a welcomed buff for Sorcerer Werewolves

In PTS v9.3.0, Expert Summoner no longer requires a Daedric Summoning ability to be active, and it now increases Health by 10% while a pet is active, or increases Magicka and Stamina by 10% otherwise — which applies to Pack Leader and Werewolf Berserker, respectively.

This is the first passive of its kind to interact with the morphs of Werewolf Transformation in a unique way — Werewolf Berserker gains the +10% Maximum Magicka and Maximum Stamina, while Pack Leader (due to its dire wolves) gains the +10% Maximum Health instead. This is fantastic news for both PvE and PvP Werewolf builds, as Werewolf in PvE primarily uses the Werewolf Berserker morph and stacks Maximum Stamina, while Werewolf in PvP generally uses the Pack Leader morph and stacks Maximum Health.

I wish there were more passives which interacted with the different morphs of Werewolf Transformation in such a unique way. Hopefully the developer team sees this change as a positive thing and decides to make similar changes to diversify each Class's Werewolf playstyle.

    There are many discussions about how people want Expert Summoner to be changed to exclude pets summoned from sets and also certain pets like Summon Storm Atronach. I believe the best way to exclude those pets while still including Pack Leader is to just exclude "temporary" pets that can expire — which would exclude all pets that Sorcerer has access to except Summon Unstable Familiar, Summon Winged Twilight, and Pack Leader's dire wolves (which are all of their "permanent" pets that do not expire).

    An aside, but the only other "permanent" pet that I can think of is Warden's Feral Guardian (as Companions don't count as pets). Every other pet except these 4 permanent pets are set to expire after some duration of time. If the bonus for Expert Summoner was ever given to a set like a Mythic or a 5-piece, then it would only be relevant to Sorcerer, Warden, and Werewolf, all of which can choose whether to incorporate permanent pets into their build. Maybe in the future, we'll get a Grimoire for the Mages Guild skill line or such which gives all Classes access to a permanent pet, which would make such a set useful for all Classes.
