Arcanist, was any balancing done before it was released?

MindOfTheSwarm✭✭✭✭✭Balance for Arcanist is the least of its issues. For me it’s the aesthetic of the skills. It’s like a light show constantly. I feel sorry for those with epilepsy trying to play in BG right now.0
