    They added level requirement to cull pesky quest givers heckling new characters at some recent update. Dunno about what level is needed for Groundskeeper to appear but if you did taxi to Coldharbor with a lowbie it is a possible reason.

    my character's cp 2310 lol. yeah i dunno, maybe i need to do a bit of the main quest. really wished to avoid that, as i've done it so many times. i have done coldharbour as well, but it's at least a little more interesting and it unlocks the city. shame they had to hide the one npc i actually care about

    did you finish main questline for that area? groundskeeper change her position based on you progress of that questline.

    Check by the cathedral's entrance.

    She usually moves closer to the cathederal. Also, if you dont enter Coldharbor via Caldwells Hovel she may not show up in her original place.

    there she is! in front of the cathedral. how funny. well thank god i don't have to do the whole main story quest. it's ok but i've done it so many times.
