Looks like access code email system has broken down again. Works one moment, fails the next... Works on the website but fails in-game... etc. Retrying is hit-and-miss, rinse/repeat, ad nauseum. They couldn't come up with a better a denial-of-service methodology if they tried.
I would recommend ZOS figure something out: SMS, authenticator... something... ANYTHING. This is not tenable! I discontinued my ESO+ subscription, and lurk only, SPECIFICALLY because of this nonsense, and I will persist in that until these hassles go away.
