BG were not part of the game till 2017 (?). And there is a lead there too. Imagine how it is for the people that have no interest in PvP.

It's part of the Elder Scrolls Online lore. I don't recall seeing so many Dragons flying around until Skyrim, but that being new doesn't make those fights in Skyrim unfair.
It's really not unfair that new games in the Elder Scrolls franchise often add new types of gameplay experiences and new lore.
What would be unfair is making Tales the only piece of content in this game that didn't have nice rewards, imo. In every other event or lead content you can get help from the community. Help in Cyrodiil or you can sneak to complete quests, carries in BGs, assistance for delves, dungeons, world bosses, trials, etc ...hence the word "multiplayer."
