What is in game Ping using as a resource e.g. what domain, address or IP on PC?

Just trying to better understand what resource is being used in game to populate the Ping shown in the UI.
I generally sit at around 220ms ping but randomly will see this jump into the 600's then go 999+ before the game crashes.
Running the game consultant does not reveal anything wrong with the several domains that are used for pathping in that file. All other aspects of my Internet are working correctly, it is just ESO that suddenly goes to high ping and then quits saying I do not have a valid internet connection.
