You cannot get it yet. But when the next quarter's events starts (keep your eyes peeled on the events news page) you'll be able to buy the pieces to make it from the Event Impresario. What you can do now is start collecting the pieces for the soul fire dragon, as you'll need to morph it to get the furnishing.

Not if you don't care about housing it doesn't. It's aesthetics with no real function. At least with a house you can store stuff. But more than that, the issue is the "rewards" in this game keep getting worse and worse.

That's ridiculous. Housing system in Rift had invisible furnishings which changed the time of the day. They weren't limited in availability, housing merchants sold them for gold and in later patches they were added as rare rewards from a mobile-style minigame. This could be a gold sink in ESO too. It's consistent that the real thing looks the same, but at the same time it's kinda lazy to use the same model as a previous reward. As you activate it (like other furnishings with multiple forms), it cycles through off, morning, daytime, evening, dusk, and midnight if I recall correctly.

Great. Hopefully we get some other kind of item (Kynareth relic perhaps?) that lets us control the weather too. I would love to have more rain. Especially heavier rain, thunderstorms, etc. It's so relaxing!
