Not if you don't care about housing it doesn't. It's aesthetics with no real function. At least with a house you can store stuff. But more than that, the issue is the "rewards" in this game keep getting worse and worse.

I already have 150 group repair kits. I don't need another 150 group repair kits.
The rewards for participating in a series of events that spans for a year should be something WAY WAY more substantial than what is being offered. That's the point.
I do have to say, unless ZOS's internal data shows that MOST players spend a lot of time in the housing interface.... this particular "reward" seems.... odd.

I imagine they do have data shown exactly that. In my experience, while most players aren't into housing, most of them do have at least one house. But, they mostly use it as a storage locker/target dummy area and not super decorated. I would hope when they decided it they looked at who was getting real decorations and not just who used houses. Because a lot of folks use them without being into houses.
