Thank you. None of the above places (Western Skyrim, Markarth, Icereach) are BASE GAME - which was my question? Where would a person without past-DLC go, if they had High Isle but not Greymoor, Markarth or Harrowstorm DLC and had completed all of Lyris's quests?

Yes, she is in the Fighters Guild hall IF you have not completed the Greymoor prologue quest. BUT...
Note the title of this thread: "If you have COMPLETED ALL QUESTS involving her".
Completing the Harborage Main Quest line, and recovering your soul from Molag Bal, removes her from any place that is related to the Main Quest.
Completing the Greymoor prologue quests (Coven Conspiracy / Coven Conundrum) removes her from any place to do with that. This includes removing her from the Fighters Guilds where she appears to give you this quest.
After which, if you don't have *actual* Greymoor or Markarth, or Harrowstorm, all of which are paid-content DLCs, she is no longer to be found in the game.
Hence the question: IF a player is in the following state...
- DOES NOT HAVE Greymoor, Markarth or Harrowstorm
- COMPLETED Main Quest, all the way from "Soul Shriven in Coldharbour" through to "God of Schemes"
- COMPLETED the free Greymoor prologues "Coven Conundrum" and "Coven Conspiracy"
- HAS High Isle, which has an achievement for which one of the necessities is introducing Isobel Valoise to Lyris Titanborn at least once...
Then how is the achievement to be fulfilled WITHOUT making a new character who has NOT COMPLETED the quests above that are listed as COMPLETED?
